WT was appointed as the sole QS on the Queenstown Lakes District Council (QLDC) 3 Waters Panel in 2018 for an initial three-year term, with the option to extend to six years, which QLDC exercised through to 2024. WT has since been reappointed on the panel, continuing in the same role through to 2028.
As the provider of Quantity Surveying services, WT has been responsible for the delivery of projects within the 3 Waters programme, which includes:
- New wastewater treatment plants (WWTP) and upgrades to existing plants.
- New Borefields.
- Reservoirs.
- Reticulation upgrades.
- Water treatment plants.
- Pumpstations.
- Emergency storage.
- Emergency response to water quality issues.
Given the geography of the Queenstown Lakes region, projects often involve added complexity such as logistical challenges, temporary works requirements, and difficult ground conditions. To set realistic budgets and manage these factors, WT works closely with the client and design team to understand risk and develop estimates from first principles, ensuring that site and location specific conditions are fully accounted for.

WT provided full QS services including:
- Pre-contract cost estimating, cost planning, and budget development for all 3W projects.
- Procurement strategy advice and assistance with tendering and contract negotiations.
- Schedules of Quantities and assistance with tender documents.
- Post-contract services including payment recommendations, variation assessments, and final account agreements.
- Ongoing financial management and cost reporting.
- Value engineering and risk analysis (QRA) to manage complex site conditions and budget constraints.
Challenges
The Queenstown Lakes region presents ongoing logistical and environmental challenges such as variable ground conditions, limited suppliers and lack of housing and local skilled labour. These factors directly impact access, programming, and cost forecasting. WT addressed these challenges by developing detailed estimates from first principles and engaging closely with the client and the design team to identify, quantify, and manage risk early in the process.
Setting realistic budgets across multiple, concurrent projects required a clear understanding of the region’s unique site conditions and construction logistics. WT maintained accurate cost control and transparency through consistent communication with QLDC and consultants, ensuring budgets remained achievable despite project complexity.
