Project Description

Client:

Ōtākaro Limited / CERA

Project Value:

$147 million

The 3.2km long Te Papa Ōtākaro/Avon River Precinct is a key anchor project in the Christchurch Central Recovery Plan. The regeneration of the Precinct included the widening of the river reserve and formation of a high amenity public realm focussing on pedestrian and cyclist movement. The project continued into the North Frame, linking Victoria Square with the river, and then on into the East Frame. The Frames provide improved public realm, including a large Family Park in the East Frame, along with opportunities for commercial and residential development.

Our role on this project included cost estimating for the on-going project design phases, cost benefit analysis for selected options, continuous review of the project risk profile, procurement advice, lifecycle analysis, financial reporting, cashflow forecasts and preparation of contract documentation.

Rauora Park is the newly created public realm which runs through the centre of the new residential development, as part of the East Frame anchor project. The regeneration of the area included the remediation of contaminated land and the formation of a high amenity public realm providing pedestrian and cycling links, as well as vehicle access to the new residential developments. The project also included the creation of a new reserve on the site of the former CTV building.

Our role in this project included full QS services from concept through to post-contract management, including optioneering, value engineering, production of tender documents and quantified risk assessment.
