With over 20 years’ experience of delivering infrastructure projects in New Zealand, our quantity surveying team can help our clients through all stages of the project. We prepare our cost estimates to meet the unique needs of each client, ensuring tailored solutions are provided.
We often need to establish ‘how’ a project could be constructed before we can estimate it’s cost. Utilising our experience and working closely with the design team, we are able to develop methodologies that allow us to price temporary works, traffic management and time related costs. We develop our estimates using a combination of first-principle estimating, elemental rates and benchmarked rates, depending upon the stage and complexity of the project.
We are able to develop accurate and robust estimates through all stages of the project life cycle, from feasibility through to construction estimates.

For first-principle estimates we utilise an estimating software that allows us to build-up rates and prices based upon labour, plant and materials inputs based upon assumed programmes and productivities. Our rich project history across abroad range of sectors supports elemental rates and cost benchmarking.

Infrastructure projects are large and complex and this brings with it a considerable amount of risk to our clients. Understanding project risk is a fundamental part of us being able to provide accurate cost information, to help derive project budgets. There are many examples of infrastructure projects being delivered late and over budget in New Zealand and this often stems from a misalignment of project risk and contingency.
In the early stages of a project, defining what we know is often the easy part. The difficulty comes with trying to assess everything we don’t know. Our experience allows us to demonstrate to our client’s the types of risks that arise on infrastructure projects, which allows us to make allowances within the budget and more importantly allows the project team to look at mitigation strategies to minimise the impact of the risk.
We utilise a probabilistic estimate to help determine the level of contingency a project should have based upon the inputs from the risk register.
The probabilistic evaluation of contingency, at the highest level, involves reviewing the uncertainties within the estimate that has been prepared, considering risks that may or may not occur and which could impact the project, and applying values and probabilities to those uncertainties and risks. These then form the inputs to the statistical risk modelling, the outcome of which isa range of values from P0 to P100, the most commonly used of which are P50 and P80.
This approach provides our clients with a much clearer understanding of the risks faced by their project and can allow them to start planning for those risks and minimising their impacts.
